1. The story contained in (3) and (4) is briefly as follows.

2. In 1949 the Anglo-Iranian Oil Co. bought land in Hong Kong on conditions set forth in Enc. 1 to (3), which they then intended to develop. Owing to circumstances beyond their control (see Enc. 2 to (3)) they later decided not to develop this land and have asked permission either to assign the lease or terminate it.

The Governor is advised that since the Company Para. 5 of (3) have not been able to carry out the conditions of sale,
